Our Mission

Combined Community Services (CCS) provides comfort, hope and resources for neighbors in need. Offering ‘a hand up, not a hand out’, CCS removes barriers for low-income or in-crisis residents of Kosciusko County by offering programs that educate and support clients and equip them to achieve a higher quality of life.

Our Vision

We desire to be ones who are “Helping Neighbors Help Neighbors” by bringing the communities’ resources to a single location to assist families in immediate crisis and through long-term case management by giving a ‘Hand Up, not a Hand Out’.

Our Strategic Plan

 Our 2023-2027 Strategic Plan is driven by months of conversations with more than 35 partners, Guests, and community leaders, alongside a survey of 140 Kosciusko County residents. In collaboration with our community, we developed five areas of focus, or Pillars, that will guide us: Accessible Services for All Neighbors, Measured Impact, Strategic Collaborations,
Community Connection & Awareness, and Organizational Durability.

Combined Community Services is a tax-exempt 501(c)(3) non-profit that provides many programs and services for Kosciusko County. We are an equal-opportunity provider. CCS works with people to stabilize their situation through our Emergency Assistance and continues the path toward independence through case management assistance in setting and meeting sustainable long-term goals through our economic Self-Sufficiency programs.

Our Story

History and Philosophy

Combined Community Services was founded by the Greater Warsaw Ministerial Association to stop duplication of services provided to those in need in Kosciusko County. Through support of the local churches and the United Way of Kosciusko County, CCS became a central agency for Kosciusko County residents to come to when they were in need. Since our beginning in July 1984, Combined Community Services has been the clearinghouse for people to come to for assistance. From food, clothing, diapers, baby formula, or personal/hygiene products to financial assistance with utilities, CCS meets a variety of needs for families in immediate crisis. Over the years, we have added self-sufficiency programs to provide low-income households with the tools needed to become financially independent.
